Who gets their hand cut off in Ant-Man?

No one's hand gets cut off in Ant-Man. The closest thing we get is; When Darren Cross (Yellowjacket) is being killed after Scott goes sub-molecular in order to stop him, his arms is destroyed/implodes first. This is the closest thing we get to the idea of a hand being cut off in Ant Man.

What technology does Ant-Man use?

The Ant-Man suit uses what Marvel calls Pym Particles (subatomic particles that are capable of adding or reducing mass or scale). Basically, they can grow or shrink an object in size and increase the density and strength of the subject (which is why the suit increases the wearer's strength while they change size).
