In the TV show Blue Bloods, the characters of Det. Regan and Det. Baker wear "08" insignia on their dress uniforms denoting the precinct they belong to.

Is there a canon or real-world NYPD explanation for this? Det. Regan belongs to the 54 and Det. Baker is assigned to the Commissioner at 1PP. Seeing as neither belongs to the 8th precinct, I was wondering why they wear that insignia on their uniform.

After a closer look (and some binge watching), I came to realize the collar brass doesn't say "08", but "DB" for detective bureau, which makes sense.

What does Sweeney stand for?

The name "The Sweeney" is Cockney rhyming slang for "Flying Squad": "Sweeney" is short for "Sweeney Todd", which rhymes with "Flying Squad." The Flying Squad is a division of the Metropolitan Police ("the Met" polices Greater London, but not "The City of London", which has its own force.

The Sweeney clearly reflects the values and beliefs of 1970s society in terms of the representations constructed. The police are white heterosexual men reflecting the police force at the time, as are the criminals. Those in positions of authority wielding power and influence are also white men.
