Well I think he saw Gustavo after buying an ice cream.
Sitting on the bench, he knew that his time was up and was thinking about Gustavo, who was his closest ally. I don't think he was hallucinating; the hallucination was used as a metaphor to show us that he was thinking about talking to him and maybe if Gustavo was alive, Pablo could have done way better.
