I am really puzzled by this. Saul from Homeland missed the memorial service of the Vice President of the United States in order to attend a burial of a terrorist. Why would he do this?

Thanks to this not only he survives but also becomes the head of the CIA. It kind of made me think of the first season when he failed a lie detector test and then rushed from the room, as if he was hiding something.
